You would want to change the angle to get the most from yourpanels depending on the season.
The best angle for a fixed angle is your current latitude. So in Salt Lake City (SLC) 40, Seattle 47.6, Guayaquil Ecuador 2 deg
Using SLC as an example being at latitude of about 40 deg. This is ideal for spring and fall at the equinox and makes a great average. At winter solstice I would get the most out of my panels at about 63 that day.

In the video you asked why the angle of the panels would need to be changed. With solar panels, the efficiency changes season after season due to the sun angle (lower on the horizon in the winter, higher in the summer). During Winter, the panels will be more efficient if the angle from level is greater. The most efficient angles are listed by latitude. Look up you latitude for the aproximate angle for each season. This can be found online.
